Official Evaluation: Healthy Indiana Plan better/cheaper without Power Account Payments.
As the COVID public health emergency protections in Medicaid unwind Indiana plans to reinstate the terrible power account contributions policy, which has been an expensive failure. In June of 2022, the Lewin Group released a report detailing that despite a large increase in Medicaid eligibility, the costs for running the Healthy Indiana Plan remained the same pointing to the waiver of collecting power account contributions as a main cause. The same report detailed that most HIP members did not understand Power Account Contributions despite years of education and the expenditure of taxpayer dollars on communications. As rural hospitals face financial uncertainty and mental health crises are skyrocketing, protecting access to health care is vital, and getting rid of bad and inefficient government policy is a step in the right direction.
